17:9) “This calls for a mind with understanding: The seven heads of the beast represent the seven hills where the woman rules. They also represent seven kings.

In our pick verse today, the angel accompanying John starts his full interpretation of the great monster. First, let me say right up front that these next few verses are as challenging to interpret as any in the entire Book of Revelation. John must have anticipated this with the opening comment, by stating that “this calls for a mind with wisdom”. The seven heads of the monster are seven hills on which the woman sits. In ancient days, Rome was famous for its seven hills. The seven heads also are seven kings. Countless hours have been spent trying to identify Roman emperors that could be the seven kings of this verse. However, if taken symbolically, the number seven, apart from mountains and kings, serves as a number of perfect completions. Exactly where or whom this fits, it is more important to remember that the angel is giving John’s readers insight to the perfect completion of God’ plan for fallen humanity.
